Vacancy: National Operations Manager
The Operations Manager will be responsible for: budgeting and financial monitoring and reporting; procurement; human resources; oversight of subcontracts and sub-agreement procedures; coordination with the board of directors; office management and supervision of operations and admin staff in other Sonke offices. The Operations Manager will also provide training and guidance to partner organizations to ensure consistent, effective, and timely project finance administration and reporting.

Reports to: Co-Directors
Remuneration: R350-R450K per annum, inclusive of generous benefits package
Period: 12-Month Contract Position to be filled by June 1, 2008
Location: Cape Town or Johannesburg

Responsibilities

Responsibility 1 – Budgeting and financial monitoring and reporting

Working with the Directors to develop and coordinate the annual workplan and budgeting process.

Develop and coordinate the Project’s accounting, financial monitoring and reporting systems, and establish and monitor internal controls.

Establish and monitor all procedures for direct management of the funds provided to finance any training activities implemented by Sonke or partner organizations.

Develop and monitor an HR and standard operations procedures manual to spell out the administration and human resource management procedures and the projects internal control procedures.

Responsibility 2 – Human Resources Management

Assist the Directors in recruitment, hiring and placement of long-term and short-term staff and consultants, including developing revised job descriptions and/or scopes of work.

Responsibility 3 – Sub-contracting, Consultant, and Sub-agreement Procedures

Coordinate with national programmes manager and project staff to  develop sub-agreements and sub-contracts with Sonke partners

Establish, manage and monitor all project procedures for the development and issuance of sub-agreements/contracts with local partners.

Ensure compliance with all regulations regarding hiring of consultants, including regular updating of consultant folders.

Responsibility 4 – Programme Administration and Finance

Assist with the set up and maintenance of the South Africa Programme office including lease management or share, procurement, services and vendor management, telecommunications, including Internet, supplies and travel services

Oversee the organization and logistics (travel, space, etc) for workshops or meetings sponsored by the project.

Manage the treasury arm of the project through the establishment and management of the bank accounts, the management of cash flow and office petty cash.

Education, Experience, Certifications and other Abilities

Essential:

College/University degree in related field
Demonstrated experience in the operations management of a project of national scope with multiple donors.
Experience in development and implementation of systems for subcontracts
Experience in management of a project with multiple partners and satellite offices.
Experience with finance and administration functions of international organizations
Knowledge and Experience in accounting, administration and operational practices.
Familiarity with diverse bilateral and private donor funding rules and regulations, financial reporting and disclosure requirements.   
Strong interpersonal, written and oral communication skills.
Ability to be flexible and manage and accomplish multiple priorities
Knowledge about information technology systems, including business software
Experienced supervisor with commitment to mentoring and team building
Proficiency in English.

Desirable but not essential:

A Masters Degree in Management or MBA
Some knowledge of health programmes management
Experience in dealing with government agencies and staff
Willingness to travel
